Two riders in the same shoe size can have calves several centimeters apart, so a boot can fit the foot perfectly and refuse to close at the top. Look for adjustable calf hardware or stretch zones if that is your sticking point. Run direction matters too, since some roomy-calf boots also run large in the foot and leave you with heel slip.
